Right-click the file and use the context menu to select Open With > and select Choose Program...

From the dialog that opens up, you can select a program to use. If Windows knows about the program, it will make suggestions. If it does not, you can use the hyperlink to select look for the appropriate program from the Web.

In this case, I selected a PDF file, which Windows can open in either Adobe Reader or Internet Explorer. Had I selected an extension that was not registered with Windows, the Web service would look for an application that's appropriate for the file I wanted to use.
