Your question confused me. How to get a specific date registered as to be observed by a government. You do that by begining with the individual government (and there are over 200 to go thru) and petitioning the government to set aside X date a Y to commemorate Y doing Z. While this can all be done in more than one government at a time, the key word is "petition." You ask, and they can always say, "No." Thus, you'll need to write up your petition to something that no reasonable politician who is seeking to make the citizenry happy (in that country) would vote against.
