It is not worth risking her dying if she's in labor (and sounds like she is) to wait and see when everything is telling you she is in labor (and seems her temp. May have even dropped, she is just is unable to deliver). Not all dog's drop all the way down or into the 98's all of the time a few have not dropped at all or even by much.
