That system restoration partition is a special partition set aside by HP for putting the machine back to the way that it came from the factory as a last resort for an OS problem that requires reinstallation of Windows. The reason the partition is nearly full is that HP sized it so that it would just barely fit the necessary files for the compressed image. If you are experienced and feel that you have no need for that partition, you can reformat it and use it as a secondary partition, such as for pictures you transfer from your camera, archival of old documents, or whatever else you desire. However, I don’t necessarily recommend that since most machines nowadays do not come with reinstallation media and, thus, if you did have to reformat at some point, you would need to purchase the necessary software to get your machine back up and running. copyright ybarra-cgm

Something that I would suggest doing, especially since you most likely have a DVD burner in your newer HP machine (I presume it is newer since it is running Windows Vista) is to burn the image from the system restoration partition onto a DVD (if the machine will grant you access to the partition; some machines lock access to it except through the manufacturer's proprietary software) so that in the case of a hard drive failure you will have that partition data available for reinstallation.
