my boiler won't turn on. I have checked the fuse, but c

Since you say fuse, I will assume that it is an older house.  Most newer houses have breaker boxes.  If your fuse box is labeled, try replacing the fuse anyway.  Sometimes it is difficult to see if the fuse is blown.  Take it out and examine it using a flashlight.  If your boiler is all electric, replacing the fuse should do the job.  Another thing to check would be the ignitor (pilot) or thermostat.  Without knowing the make and model of the boiler, I can't make a further diagnosis.  When you have the make and model, go to the manufacturer's website to see if there is an Owner's manual with further suggestions.   ybarra-cgm.com

P.S. Breakers do not always kick back completely and could be tripped.  It is always a good idea to move it completely to the off position, then back on.  If it immediately trips again, you may have a short somewhere.
