I have a HP 17" laptop, the monitor is broken.
Yes, you can attach a 20" monitor to the laptop. Attach the male 15-pin VGA monitor cable to the female 15-pin VGA connector on the laptop. It might be hidden behind a panel, so you might have to look for it.

Make sure the laptop is shut off. When you've attached the cable and turned on the monitor, then turn on the laptop and let it boot up. Most laptops will sense that there's a monitor connected to it and will send a signal to it. If not, look on the keyboard and see if there's a little "monitor" symbol located somewhere on it, usually with the F-keys. You might have to hold down the Fn-key while pressing the F-key that has the symbol on it. You might have to look in the users manual if you can't find a symbol or it still doesn't work.

If the problem is just your screen, then this should work. If it's the motherboard or some other problem, then it won't work.
