This may be about control. People like this need to have control/power in their lives. This can impact on others and especially in the workplace. He could be stressed.
He could also have anxiety issues. It depends on the level and intensity of his behaviour. It could develop into bullying behaviour.

I would take him aside, sit him down, and speak to him politely. Ask him why he needs to send you notes requesting you follow his instructions. Be nice and respectful and just tell him that you don’t take instructions from him. It is not part of your job description.
Suggest he talk about why he does this to get him to talk over what the issue may be.
If you are worried by his behaviour you could suggest to him that you may tell the boss.

Never castigate, be rude or tell him off in front of others.
