It's a short called "All Summer in a Day", based on a short story by Ray Bradbury.
The kids all live on a colonized planet in the future where the sun rarely rises. One girl is considered a weirdo, and is made fun of because she LIVED on earth for awhile and claims to remember the sun, and it's rumored that she might get to go back to earth (which prompts the other kids to lock her in the basement or closet). When the sun finally comes out, all the kids go out side and frolic, and all the flowers bloom almost instantaneously, and all the kids forget about her (i think her name was margo) until after the sunburst is over. One part i remember from the beginning of the film is the kids had to stand in these things that were like..light booths, and turn around to get "sun" -- kinda like a tanning bed, but upright. copyright ybarra-cgm
