 The Moon is in a very close to circular orbit, with only about 5% variation, so it really does not matter much when you photograph it.  It's probably best to wait for a night with still air so you get less atmospheric blurring.

It does LOOK a lot larger when it's near the horizon, or next to some nearby tree or tower.   That's an optical illusion.  It's actually farther away when it's near the horizon, but our brain and eyeballs somehow zoom in on it when it's low in the sky and it sure APPEARS larger.    But your camera lens is not fooled. copyright ybarra-cgm
