Is there a way to view old photo negatives from the 1940

Yes, I've seen some $100 scanners from HP that have a negative attachment. There are also some dedicated scanners just for negatives for $50-$100.

The problem with scanning negatives is you need a light source BEHIND the negative while scanners have a light source in FRONT of the thing being scanned. ybarra-cgm.com

You might try laying a mirror on top of the negative (which you will place on top of your scanner). See if that will work with reflected light from the scanner. ybarra-cgm.com
